Jeff hawkins says in the book that the brain perceive the world tranforming the world around intro patterns by the senses . Right?

but is this a theory made by him? or its not a theory at all , and its just what really happens ,and it proved?

Prolly it would be abit clearer to say that the brain basically builds and/or adjust a model of the world based on incoming sensory information gathered over time and that novel data only is granted access to this model. It is via this highly detailed model(s) that fairly accurate predictions can be made .
